Councilor Walter Mali Macaiba is a lawyer and public servant with a solid foundation in philosophy, legal studies, and local governance. Born in Bado Dangwa, Tabuk City, Kalinga, he pursued his Bachelor of Philosophy and Legal Studies at Saint Louis University, Baguio City, before earning his Juris Doctor degree at Far Eastern University in 2014. He successfully passed the Philippine Bar Examination in 2017, marking the beginning of a legal career that has been defined by diligence, commitment, and integrity.

His professional journey spans both private practice and government service. Councilor Macaiba started as a paralegal and legal researcher and later became an associate lawyer at Alferos, Armas, and Associates Law Office. He then joined the City Government of Alaminos as City Legal Officer (2019–2022) and City Administrator (2022–2024), where he played a crucial role in shaping policies and implementing reforms. He continues to broaden his expertise through training programs such as the Mandatory Continuing Legal Education, the Certification Course for LGU Administrators, and the International Program on Agriculture and Technology.

Beyond the legislative arena, Councilor Macaiba is an active member of civic and professional organizations, including the Integrated Bar of the Philippines, Tau Kappa Phi Fraternity FEU Law, the Knights of Rizal, and the Fraternal Order of Eagles, where he also serves as President of the Western Pangasinan Eagles Club and Chairman of its Foundation. His legal background, community leadership, and dedication to public service exemplify his vision of accountable governance and sustainable development for the people of the City of Alaminos.
