COUNCILOR RAUL BIELZA. BACAY
∇Chairperson, Committee on Transportation
Councilor Raul B. Bacay has devoted much of his life to grassroots leadership and public service. His political journey began in 2007 as Barangay Kagawad of Brgy. Lucap, and in 2010, he was entrusted with the position of Punong Barangay—a role he held for over a decade until 2022. From 2016 to 2023, he also served as Liga ng mga Barangay President and ex-officio member of the Sangguniang Panlungsod, where he ably represented the concerns and advocacies of barangays across Alaminos City. In 2022, he was elected as City Councilor, and he now serves as Chairperson of the Committee on Transportation.
Beyond politics, Councilor Bacay brings experience both in governance and civic involvement. He is a graduate of Asia Pacific College with a trade course in Dental Technology, and is an active member of local organizations, including the Hundred Islands Motorboat Transport Association and the Western Pangasinan Eagles Club. His leadership has been strengthened through various training programs on governance, health, and community preparedness, equipping him with the skills to craft responsive policies.
A dedicated husband to Marlyn and proud father to Rhamar Bacay – Chief Engineer, Rj Bacay – 3rd Engineer, Ryan Bacay – 3rd Engineer, RV Joy Bacay – BS Accountancy, Remanuel Bacay – 3rd year Marine Transportation, Russel James Bacay – Grade 5. Councilor Bacay is deeply committed to serving with integrity and compassion. He continues to focus on improving the city’s transport system, ensuring safe and efficient mobility for constituents, while working hand in hand with colleagues to uplift the quality of life in Alaminos City.
